Experience and Leadership

I began my career with the City of New Baltimore in 2002, initially serving as the Planning and Zoning Secretary. My role quickly expanded to include Election Coordinator, Website Developer, and various administrative duties—giving me a comprehensive understanding of city operations and an opportunity to build strong relationships with residents.

In 2009, I successfully ran for City Treasurer following the retirement of my predecessor Donna Quinn. Within just two months of taking office, I responded swiftly to the unexpected closure of our local bank by the FDIC. I acted immediately to safeguard and relocate all city funds to ensure financial continuity and security. Since that time, I’ve served the city through every challenge, including maintaining uninterrupted operations during the COVID-19 pandemic.

Fiscal Stewardship

As City Treasurer, I am entrusted with managing all public funds with transparency, accuracy, and accountability. I am responsible for investing city funds in compliance with Public Act 20 of 1943, prioritizing the protection of principal while ensuring that investment maturity aligns with budgetary needs. I also maintain accurate, audit-ready collection records and apply sound governmental accounting principles and practices.

Key accomplishments include:

  • Implementation of a no-fee e-check (EFT) payment option, reducing transaction costs and improving convenience for residents.
  • Deployment of an enhanced online payment system, allowing residents to receive paperless bills, opt into email/text notifications, and take advantage of features such as autopay and scheduled payments.
  • Oversight of municipal bonding processes, with extensive experience in issuance, compliance, and coordination with legal and financial advisors.
  • Preparation of quarterly and annual grant reports to ensure regulatory compliance. I also submit key reimbursement reports to the State of Michigan, which help secure essential funding for the Downtown Development Authority (DDA), Local Development Finance Authority (LDFA), and the general fund.
  • Collaboration with residents and escrow companies to resolve payment discrepancies and proactively provide guidance—often sharing important information residents may not know to ask.

Clarification of Treasurer Duties per City Charter

  • Voting Authority: Per the city charter, the Treasurer and Clerk do not have voting rights on the City Council.
  • Spending Authority: The Treasurer does not have the authority to make spending decisions outside of their own budgeted department.
  • Departmental Role: The accounting function is housed within the Clerk’s Department. However, the Treasurer supports its functions in many ways, in accordance with the responsibilities of the office.
  • Budget Responsibility: The Mayor’s Office is responsible for setting and preparing the city budget.
